Direct, unified and integrated service for EU citizens

A new era for the service of citizens moving within the EU (employees and pensioners) marks the European System for Electronic Exchange of Social Security Information (EESSI).

What is EESSI

The Electronic Exchange of Social Security Information (EESSI) is a system that allows electronic exchange of information between Social Security Institutions of the EU member states, the EEA members, Switzerland and the United Kingdom, aiming at the coordination of all Institutions involved in order to ensure a fast and reliable exchange of information and an optimization of the citizens’ claims handling process.
In the framework of supporting the European Social Security Institutions, the European Commission has developed the necessary common infrastructure for the EESSI operation.
Specifically, the European Commission developed:

  • the Central Service Node (CSN),
  • the software for the Institutional Repository (IR),
  • and the software for the Access Points (APs).

Moreover, EC has also contributed to the development of the Reference Implementation for a National Application (RINA), through which end users gain access to the EESSI system.

The project

The project to be completed within the year 2023 sets the operating framework of systems and applications for the interconnection of e-EFKA with the European System for Electronic Exchange of Social Security Information (EESSI). It includes the installation of the software available for this purpose by the European Commission and its connection to G-Cloud, for seamless access to information.
The project has been implemented by Uni Systems SMSA following a tendering procedure.

Main benefits of the implementation of the EESSI system

  • The exchange of the necessary data between Social Security Institutions in the EU, the EEA countries, Switzerland and the United Kingdom, will be handled electronically and will replace the existing procedures that are mainly based on paper documentation.
  • Electronic management enables faster and more secure exchange of necessary social security data and decision making between the Social Security Institutions.
  • Improved quality in the management process, both in terms of standardization and access to information.
  • Increased security, reliability and protection of the transferring data, as well as limitation of fake forms and forged supporting documentation.
  • Facilitation of the insured persons’ free movement within the EU and improvement of their transactions with the Social Security Institutions.
  • Compliance with the requirements of the European legislation, for the benefit of both the e-ΕΦΚΑ’s employees and the interested insured citizens.
  • Contribution to the e-EFKA’s digital transformation.


Who does it concern

1. The 15,000 Social Security Institutions of the EU member states, the EEA countries, Switzerland and the United Kingdom that are now interconnected.
2. The citizens of the EU member-states, third countries’ citizens that reside in the member-states and are subject to the legislation of one or more member-states, as well as their family members.

Which data does it concern

The implementation of the EESSI system enables the exchange of data across all Social Security sectors as defined by the Regulations on the Coordination of Social Security Systems and concerns the following e-EFKA’s operational areas:

  • Accident at Work & Occupational Disease (AWOD)
  • Horizontal issues management (H)
  • Miscellaneous (M)
  • Collection of Insurance Debts and Unnecessarily Paid Benefits / Recovery (R)
  • Sickness (S)
  • Pension (P)
  • Legislation Applicable (LA)
